Namaste and Good Evening!

I have immense pleasure to welcome the Minister for Foreign Affairs of Japan His Excellency Mr. Taro Kono in Kathmandu. We are meeting for the second time in less than two months.

I just had a very comprehensive and fruitful meeting with His Excellency Kono on all aspects of Nepal-Japan bilateral relations as well as regional and global issues of common concerns.

I expressed gratitude to the Government of Japan for its continued and unconditional support and cooperation in the socio-economic development efforts of Nepal.

Our two countries enjoy a close, cordial and cooperative relations. We attach great importance to our ties with Japan. Japan is one of the major development partners and one of the largest source countries of investment and tourists in Nepal.

As you all are aware, the present Government’s topmost agenda is economic transformation for the prosperity of the people of Nepal under the motto of “Prosperous Nepal, Happy Nepali”. We aspire to graduate from LDC status at an early date and become a middle-income country by 2030. I thanked the Government of Japan for its assurance of extending support in realizing these goals. I also thanked the Government of Japan for its assistance to post-earthquake reconstruction in Nepal.

We just signed the Exchange of Notes for revising the Air Service Agreement between Nepal and Japan signed in 1993. With the signing of this Exchange of Notes, it will pave the way for the operation of direct flight between our two countries. Similarly, a Memorandum of Cooperation has been signed between the Foreign Ministries of Nepal and Japan on Conducting Bilateral Consultations. The Memorandum of Cooperation will provide a platform to both countries to discuss modalities for extending the cooperation, review all aspects of bilateral relations, explore new areas of cooperation and exchange views on regional and global issues of mutual concerns.

We also discussed about bilateral cooperation for the implementation of projects in Nepal related to infrastructure building, connectivity and energy. We also discussed the Japanese investment in priority sectors of Nepal and active participation of Japanese investors and entrepreneurs in the upcoming Nepal Investment Summit to be held in March 2019.

We exchanged views on sending our labour forces to Japanese labour market under new immigration policy introduced by Japan. I thanked the Government of Japan for including Nepal as a source country for labour. We have agreed to conclude a Memorandum of Cooperation as soon as possible.

We also stressed the need of joint efforts for tourism promotion of Nepal in Japan in order to make the Visit Nepal Year 2020 successful.

The two sides underscored the need of continued exchange of high-level visits in order to take measures for further elevating our bilateral relations.

नमस्कार !
- जापानका परराष्ट्रमन्त्री महामहिम तारो कोनोलाई नेपालमा स्वागत गर्न पाउँदा मलाई अत्यन्तै खुशी लागेको छ।हामी दुई महिनाभन्दा कम समयमा दोश्रो पटक भेट्दैछौ।
- भर्खरै विदेशमन्त्री महामहिम तारो कोनोसँग नेपाल-जापान सम्बन्धका सबै पक्षहरु तथा साझा चासोका क्षेत्रीय तथा अन्तरराष्ट्रिय बिषयहरुमा बृहत् एवं फलदायी छलफल भयो।
- मैले नेपालको आर्थिक सामाजिक विकासका प्रयासहरुमा जापान सरकारले पुर्याएको निरन्तर एवं निःशर्त सहयोग तथा समर्थनको लागि कृतज्ञता व्यक्त गरें।
- हाम्रा दुई देशहरुबिच घनिष्ठ, सौहार्द तथा सहयोगात्मक सम्बन्ध रहेको छ। हामीले जापानसँगको सम्बन्धलाई ठूलो महत्व दिई आएका छौं।जापान नेपालको एक प्रमुख विकास साझेदार तथा नेपालमा लगानी र पर्यटनको एक प्रमुख श्रोत मुलुक समेत रहेको छ ।
- तपाँईहरु सबै जानकार नै हुनुहुन्छ – “समृद्ध नेपाल, सुखी नेपाली”को मूल नारा लिएर नेपाली जनताको समृद्धिको लागि आर्थिक रुपान्तरण गर्ने वर्तमान सरकारको प्रमुख एजेण्डा हो।हामीले जतिसक्दो चाँडो अति कम विकसित मुलुकबाट स्तरोन्नति हुने तथा सन् २०३०सम्म मध्यम आय भएको मुलुक बन्ने लक्ष्य लिएका छौं। यी लक्ष्यहरु प्राप्तिका लागि सहयोग उपलब्ध गराउने आश्वासनका लागि मैले जापान सरकारलाई धन्यवाद दिएँ।नेपालमा भूकम्प पश्चात् भइरहेको पूनर्निर्माणमा जापान सरकारको सहयोगको लागि समेत धन्यवाद दिएँ।
- हामीले भर्खरै नेपाल र जापानबिच सन् १९९३ मा हस्ताक्षर गरिएको हवाई सेवा सम्झौता संशोधनका लागि पत्रहरुको आदानप्रदान (Exchange of Notes) मा हस्ताक्षर गर्यौ।यस हस्ताक्षर पश्चात् हाम्रा दुई देशबिच सीधा उडान सन्चालन गर्न मार्ग प्रशस्त हुनेछ। त्यसैगरी नेपाल र जापानका परराष्ट्र मन्त्रालयहरुबिच द्विपक्षीय परामर्श बैठक आयोजना गर्ने सम्बन्धी सहयोगपत्रमा हस्ताक्षर भएको छ। यस सहयोगपत्रबाट दुवै देशहरुलाई सहयोगका कार्यविधिहरुमा छलफल गर्न, द्विपक्षीय सम्बन्धका सबै पक्षहरुको समीक्षा गर्न, सहयोगका नयाँ क्षेत्रहरु पहिचान गर्न तथा साझा चासोका क्षेत्रीय एवं अन्तरराष्ट्रिय बिषयहरुमा विचार आदानप्रदान गर्न एक मन्च प्राप्त हुनेछ।
- हामीले बैठकमा पूर्वाधार निर्माण, कनेक्टिभिटी तथा उर्जा क्षेत्रहरुमा द्विपक्षीय सहयोगका बारेमा छलफल गर्यौ। यसका साथै नेपालका प्राथमिकताका क्षेत्रहरुमा जापानी लगानी तथा आगामी मार्च २०१९ मा हुने लगानी सम्मेलनमा बढी भन्दा बढी जापानी लगानीकर्ता तथा उद्यमीहरुको सहभागिताका बारेमा समेत छलफल गर्यौं।
- भेटघाटका अवसरमा जापान सरकारले ल्याएको नयाँ अध्यागमन नीति अनुसार नेपाली श्रमिकहरु जापान पठाउने बिषयमा पनि बिचारहरुको आदानप्रदान भयो। नयाँ ब्यबस्था अनुसार नेपाललाई एक श्रोत मुलुकको रुपमा समावेश गरेकोमा जापान सरकारलाई धन्यवाद दिएँ। यस सम्बन्धी सहयोगपत्र जतिसक्दो छिटो सम्पन्न गर्न हामी दुवै सहमत भएका छौं।
- नेपाल भ्रमण बर्ष सफल बनाउनका लागि जापानमा नेपालको प्रचार प्रसार गर्न हामीले दुबै पक्षको संयुक्त प्रयास आवश्यक रहेकोमा जोड दिएका छौं।
द्विपक्षीय सम्बन्धलाई थप उचाइमा पुर्याउन निरन्तर उच्चस्तरीय भ्रमणको आदानप्रदान हुनुपर्नेमा दुवै पक्षले जोड दिएका छौं।
