Excellency,

It gives me immense pleasure to note that Nepal and the Russian Federation are celebrating the 60th year of the establishment of diplomatic relations between the two countries. On this happy occasion, I would like to extend to Your Excellency as well as the Government and people of the Russian Federation my sincere congratulations.

Our relations, marked as they are by goodwill, friendship and mutual cooperation, have always remained close and cordial throughout these years.  At this moment of celebration, I would like to recall the significant contribution of the Russian Federation in laying the foundation of socio-economic development in Nepal. The exchange of visits at various levels, business contacts, tourism and cultural exchanges have added new momentum to the relations between the two countries.

Over the years, our two governments have been working in close cooperation, both at bilateral and multilateral levels, in addressing the global issues like terrorism, climate change and interest of the Least Developed Countries (LDCs).

Following the promulgation of the Constitution last year, we are moving towards building a prosperous Nepal through socio-economic development with optimum mobilization of internal and external resources. I am hopeful that there are many areas where our two countries can work together both bilaterally and at the regional and international levels including within the framework of the Shanghai Cooperation Organization.

On this special occasion, I reiterate the resolve of the Government of Nepal to make all possible efforts for further strengthening bilateral relations to the mutual benefit of the two countries and peoples.

Please accept, Your Excellency, the assurances of my highest consideration.

Kamal Thapa
